Yes, you can rent a car for someone else, but that individual (the main driver) has to be present at the time of the pick-up. The main driver also requires to have a credit card in their name to pay the due amount at the rental desk/counter.
In case you want to add yourself as an "additional driver" and be a part of the rental, still the presence of the main driver is necessary while picking up the car.
